Today I start a series on how local HOA’s restrict and control the options available to fencing your pet in one’s own yard. I’d like to start out with a description of what an HOA is:

An organization in a condominium or other planned housing community that makes and enforces rules about the appearance and maintenance of properties and that maintains common areas with money from membership fees. Abbreviation: HOA

When did HOA’s start?


HOAs were first established by land developers in the United States in the early to mid-20th century. Their growth was limited, however, until the 1960s, when several factors led to a period of rapid national growth.

What is the main purpose of an HOA?
A homeowner’s association (HOA) is an organization in a subdivision, planned community, or condominium building that makes and enforces rules for the properties and residents. Those who purchase property within an HOA’s jurisdiction automatically become members and are required to pay dues, known as HOA fees.

Are HOAs regulated in Colorado?

Colorado has a State HOA Office.

The Office registers HOAs but does not regulate HOAs or the HOA management companies that manage most HOAs. The Office is administrative and provides no consumer protections. HOA homeowners are assessed upwards of $250,000 a year in registration fees.
